The Short Answer
No. Tarrytown and Sleepy Hollow are two separate incorporated villages that share the ZIP code 10591. The Village of Tarrytown is in the Town of Greenburgh, the Village of Sleepy Hollow is in the Town of Mount Pleasant, and both are in Westchester County, New York.
Each village has its own elected board of trustees, police department and village tax. The line between them crosses Broadway at Patriots Park.
Sleepy Hollow was incorporated as North Tarrytown and voted to take its current name in 1996. The villages still share a ZIP code, a school district serving most homes in both, and a library fund.
The Postal Service’s recommended city name for every address in 10591 is Tarrytown. Sleepy Hollow is one of the other names it recognizes. So a listing that reads “Tarrytown, NY 10591” can be in either village, or in neither.
The Trap: Reading the City Name as the Village
In 2020 Census data, 47 percent of the homes in the 10591 area sit outside the Village of Tarrytown, and 710 are in neither village. The village line decides the village tax, police and parking permit; the town line decides the town tax; the school district line is separate again. Confirm all three for the specific parcel.

Who Shares ZIP 10591
Four municipal areas share ZIP 10591 in Census data: the Village of Tarrytown, the Village of Sleepy Hollow, and the unincorporated parts of the Towns of Greenburgh and Mount Pleasant.
A ZIP code is a mail system, not a boundary. In the Census Bureau’s words, regional post offices “assign ZIP Codes to delivery routes.” The Census approximates each ZIP with a ZIP Code Tabulation Area and assigns each block with homes to the ZIP used by most of its addresses, so the counts below are close approximations.
| Where the Home Sits | Town | Homes in 10591 (2020) |
|---|---|---|
| Village of Tarrytown | Greenburgh | 5,037 (53.3%) |
| Village of Sleepy Hollow | Mount Pleasant | 3,704 (39.2%) |
| Unincorporated Greenburgh | Greenburgh | 628 (6.6%) |
| Unincorporated Mount Pleasant, which includes the hamlet of Pocantico Hills | Mount Pleasant | 82 (0.9%) |
| All of ZIP 10591 | Both towns | 9,451 |
Every home in the Village of Sleepy Hollow uses 10591. Tarrytown is slightly different: of the village’s 5,113 homes, 5,037 use 10591 and 76 use 10533, the Irvington ZIP code.
Besides Tarrytown and Sleepy Hollow, the Postal Service recognizes North Tarrytown and N Tarrytown for 10591, and lists Philipse Manor, Pocantico Hills and Sleepy Hollow Manor as names to avoid. None tells you which government taxes the house.

Two Villages, Two Towns, One County
Both villages are in Westchester County but in different towns, and in New York a village never leaves its town.
The Department of State’s local government handbook says that when a village is created, “its area still remains a part of the town where it is located, and its residents continue to be residents and taxpayers of that town.” So a Tarrytown home also pays Greenburgh town tax, and a Sleepy Hollow home pays Mount Pleasant town tax.
| Fact | Village of Tarrytown | Village of Sleepy Hollow |
|---|---|---|
| County | Westchester | Westchester |
| Town | Greenburgh | Mount Pleasant |
| ZIP code | 10591 (76 homes use 10533) | 10591 |
| Who assesses the home | Town of Greenburgh, for every tax, since 2016 | The village, for village tax; Town of Mount Pleasant, for town, county and school tax |
| State municipal code (SWIS) | 552611 | 553401 |
| Homes, 2020 Census | 5,113 | 3,704 |
Sleepy Hollow’s history page says the village was incorporated as North Tarrytown, “a name which was derived from its commercially successful neighbor, Tarrytown.” It adds: “In 1996 the village voted for the renaming.”

Where the Village Line Runs
The Village of Tarrytown’s new-resident page maps the line and says that if you live “generally north of the line” on that map, “you are in the Village of Sleepy Hollow.”
On the village’s map, the line crosses Broadway through Patriots Park, with College Avenue to the north and the Warner Library to the south. West of Broadway it angles southwest across the side streets.
North Broadway runs through both villages: the Warner Library at 121 North Broadway is on the Tarrytown side of the village’s map, while Sleepy Hollow’s own 2026 assessment roll lists North Broadway parcels from number 199 northward.
The Pocantico Hills Central School District office, at 599 Bedford Road, uses a Sleepy Hollow 10591 address. Census geography places it in the Town of Mount Pleasant, outside any village. Pocantico Hills is one of Mount Pleasant’s unincorporated hamlets.

School Districts in 10591
Most homes in both villages are in the Union Free School District of the Tarrytowns, but four school districts have homes inside the 10591 area. School district lines do not follow either the ZIP code or the village line.
| School District | Homes in 10591 (2020) | Where They Are |
|---|---|---|
| Union Free School District of the Tarrytowns | 8,267 (87.5%) | Most of both villages, plus some homes outside them |
| Irvington UFSD | 785 (8.3%) | Mostly the south end of the Village of Tarrytown |
| Elmsford UFSD | 204 (2.2%) | All outside both villages |
| Pocantico Hills Central School District | 195 (2.1%) | 111 in the Village of Sleepy Hollow, 84 outside it |
In the Village of Tarrytown, 4,254 homes are in the Tarrytowns district and 859, or 16.8 percent, in the Irvington district. Tarrytown’s website says the district is the Tarrytowns district “or IUFSD if you live in the South End of the Village,” and the Irvington district names the Pennybridge section of Tarrytown among the areas it serves.
In Sleepy Hollow, 3,593 homes are in the Tarrytowns district and 111 in the Pocantico Hills district.
The Public Schools of the Tarrytowns has its administration building at 200 North Broadway in Sleepy Hollow, and its six schools include Sleepy Hollow High School. It also covers 487 homes outside both villages, 67 of them with a Briarcliff Manor 10510 address.
This page states only which district serves which area. Confirm any address with the district registrar before contract.

What Changes on the Tax Bill
The village line decides the village tax and the assessor; the town line decides the town tax.
Tarrytown’s website lists four separate taxes for a homeowner: school, village, town and county. Village taxes are due in June and December; the town collects town and county taxes in April and school taxes in September and January. Westchester County collects no property tax directly.
| Where the 10591 Home Sits | Village Tax | Town Tax Rate, 2026 (per $1,000 assessed) | Who Assesses |
|---|---|---|---|
| Village of Tarrytown | Yes, to Tarrytown | Greenburgh in-village rate, $0.462783 | Town of Greenburgh, one roll for every tax |
| Unincorporated Greenburgh | None | Greenburgh outside-villages rate, $5.503765, plus special districts such as fire protection | Town of Greenburgh |
| Village of Sleepy Hollow | Yes, to Sleepy Hollow | Mount Pleasant general rate, $20.099702 | Village roll for village tax; Mount Pleasant roll for town, county and school tax |
| Unincorporated Mount Pleasant | None | Mount Pleasant general rate, $20.099702, plus unincorporated rate, $189.380765: $209.480467 in total | Town of Mount Pleasant |
Westchester County’s 2026 rate table explains that in Greenburgh “the general town rate is charged only in the villages and the unincorporated rate is charged only outside the villages.” In Mount Pleasant the general rate is charged throughout the town, villages included, and homes outside the villages add the unincorporated rate on top.
Sleepy Hollow’s 2026-27 adopted budget sets separate homestead and non-homestead rates and says village taxes make up “about 25%” of a homeowner’s total property tax bill. Sleepy Hollow village taxes are due June 30 and December 31.
Never Compare Rates Across These Rolls
A rate per $1,000 means something only on the roll that set it. The state’s 2025 equalization rates put assessments at 100 percent of market value on the Greenburgh roll that Tarrytown uses, 1.07 percent on the Town of Mount Pleasant roll and 15.57 percent on the Village of Sleepy Hollow roll. Sleepy Hollow rates look far higher mainly for that reason. Compare actual dollar bills for actual parcels.
The two rolls also mean two appeal dates. A Tarrytown home has one assessor and one Grievance Day, Greenburgh’s, on the third Tuesday in June. A Sleepy Hollow home has two: the village’s on the third Tuesday in February and Mount Pleasant’s on the third Tuesday in June. Our Westchester County property tax guide explains the grievance process.

Services Follow the Village
Police, water and parking rules follow the village line, not the ZIP code.
Village of Tarrytown
Its own police, fire and water departments. For parking: “If you pay property taxes to the Village of Tarrytown or live in a property that does, you count as a Tarrytown resident for parking purposes.” A home in the Village of Sleepy Hollow does not qualify.
Village of Sleepy Hollow
Its own police, fire, public works and building departments, assessor and justice court. Resident parking permits require proof of Sleepy Hollow residency. At the Philipse Manor station lot, the village charges $600 a year for a resident permit and $1,000 for a non-resident annual permit.
Unincorporated Greenburgh and Mount Pleasant
The Greenburgh Police Department serves the unincorporated part of that town. Homes outside the villages are billed for fire protection through town fire districts or fire protection districts.
Tarrytown’s 2026-27 budget lists library tax levies from both villages for its Library Fund: $1,105,223 from Tarrytown and $930,591 from Sleepy Hollow.

How to Confirm Any 10591 Address
The assessment roll and the tax bills answer the question for any parcel. Check them before an offer becomes a contract.
- Read the SWIS code. New York rolls carry a six-digit State code whose last pair identifies the village. 552611 is the Village of Tarrytown; 553401 is the Village of Sleepy Hollow.
- Find the assessor. Tarrytown and unincorporated Greenburgh homes are on the Town of Greenburgh roll. Sleepy Hollow homes are on the village’s own roll and on the Town of Mount Pleasant roll. Westchester County’s GIS viewer shows tax parcels countywide.
- Ask for every recent tax bill. A village bill from Tarrytown or Sleepy Hollow places the home in that village. No village bill means unincorporated town.
- Read the school district. The roll lists each parcel’s school district and code, and the school tax bill names the district.
- Call the district. The Tarrytowns registrar is at 914-332-6272 and requires proof of a physical address; a post office box never counts. Irvington takes questions at Registration@
IrvingtonSchools.org, and Pocantico Hills confirms boundaries at (914) 631-2440, ext. 714.

Frequently Asked Questions
No. Sleepy Hollow is its own incorporated village in the Town of Mount Pleasant, with its own trustees, police, assessor and village tax. Tarrytown is a separate village in the Town of Greenburgh. They share the 10591 ZIP code and most of one school district.
The village was incorporated as North Tarrytown, a name taken from its neighbor. According to the Village of Sleepy Hollow’s history page, the village voted for the renaming in 1996. The Postal Service still recognizes North Tarrytown as a city name for 10591.
Tarrytown’s ZIP code is 10591. In 2020 Census data, 5,037 of the Village of Tarrytown’s 5,113 homes use 10591 and 76 use 10533, the Irvington ZIP. The Postal Service names Tarrytown as the recommended city for every 10591 address, including homes in Sleepy Hollow.
Sleepy Hollow’s ZIP code is 10591, the same as Tarrytown’s. All 3,704 homes in the village use it in 2020 Census data. The Postal Service recognizes Sleepy Hollow as a city name for 10591 but recommends Tarrytown.
Both villages are in Westchester County, New York. Tarrytown is in the Town of Greenburgh and Sleepy Hollow is in the Town of Mount Pleasant. County tax is paid through the town, not to the county directly.
No. Pocantico Hills is a hamlet in the unincorporated part of the Town of Mount Pleasant, outside the Village of Sleepy Hollow, though it shares the 10591 ZIP code. Homes there pay Mount Pleasant’s general and unincorporated town rates and no village tax.
Mostly. The Union Free School District of the Tarrytowns serves 4,254 Tarrytown village homes and 3,593 Sleepy Hollow homes in 2020 Census data. But 859 Tarrytown village homes, in the village’s south end, are in the Irvington district, and 111 Sleepy Hollow homes are in the Pocantico Hills district.
No. Tarrytown is the Postal Service’s recommended city name for all of 10591, so the address can belong to a Sleepy Hollow home or an unincorporated one. Only parcels inside the Village of Tarrytown pay its village tax. The SWIS code 552611 on the roll confirms it.
On the Village of Tarrytown’s map, the line crosses Broadway through Patriots Park, between College Avenue and the Warner Library, then angles southwest. The village says homes generally north of it are in Sleepy Hollow. Confirm any parcel on the assessment roll.
Check the assessment roll and the tax bills. The SWIS code is 552611 for the Village of Tarrytown and 553401 for the Village of Sleepy Hollow. No village tax bill means the home is in unincorporated Greenburgh or Mount Pleasant.
