The Short Answer
A Scarsdale mailing address tells you the post office, not the municipality, the tax rate or the school district. The city name on an address comes from the Postal Service. The government that taxes the house, the police department that answers the call and the school district that enrolls a student are set by separate legal boundaries.
In the Census Bureau’s 2020 count, 61 percent of the housing units in the 10583 area sit outside the Village of Scarsdale. Even the Edgemont School District’s own office, at 300 White Oak Lane, carries a Scarsdale 10583 address.
When a listing reads “Scarsdale P.O.,” it is describing the mailing address only. The Scarsdale school district says so on its own website: “Some homes in this area have a Scarsdale mailing address, but are not within the Scarsdale School District.”
The Trap: Reading the Address as the Answer
Buyers see “Scarsdale, NY 10583” and assume the Village of Scarsdale’s taxes, services and school district come with the house. For most homes in 10583, that assumption is wrong. The assessor, the tax levies, garbage pickup, police, pool and park membership and the school district all follow municipal and district lines, not the ZIP code. Who Governs ZIP 10583
Six municipalities share ZIP 10583 in Census data: the Village and Town of Scarsdale, the unincorporated parts of the Towns of Greenburgh, Eastchester and Mamaroneck, and the Cities of New Rochelle and Yonkers.
A ZIP code is a mail system, not a map of towns. Regional post offices “assign ZIP Codes to delivery routes,” in the Census Bureau’s words. The Census approximates each ZIP area with a ZIP Code Tabulation Area, assigning every block to the ZIP used by most of its addresses, so a few homes near the edges may carry a different ZIP than their block. The figures below come from that 2020 tabulation.

The village covers about 52 percent of the land in the 10583 area but holds 39 percent of its housing units. The City of White Plains borders the village but does not appear in the Census file for 10583 at all.

The Village and the Town of Scarsdale Are One Place
The Village of Scarsdale and the Town of Scarsdale share the same boundaries. The New York Department of State lists Scarsdale as one of five coterminous town-villages in the state, where “one town and one village share the same boundaries.”
In practice the two work as one. The Village Treasurer serves as “collector of taxes for the town,” and the Town/Village of Scarsdale keeps its own assessment roll. A village property receives three tax bills a year:
- County tax, billed April 1 and due April 30, carrying the county sewer and refuse district charges.
- Village tax, billed July 1 and due August 1, or in installments due August 1 and December 31.
- School tax, billed September 1 and due September 30, or in installments due September 30 and January 31.

School Districts Inside 10583
School district lines are a third set of boundaries. Census block data place housing units from eight school districts inside the 10583 area. Scarsdale, Eastchester, Edgemont, New Rochelle and Yonkers hold nearly all of them; Ardsley, Mamaroneck and Greenburgh Central hold about 324, almost all in Ardsley. Every Census block inside the Village of Scarsdale is assigned to the Scarsdale Union Free School District.
The mismatch runs both ways. The Scarsdale district also covers part of the unincorporated Town of Mamaroneck; its 2026-27 proposed budget says its tax revenue comes “from local property taxes from the towns of Scarsdale and Mamaroneck.” That section held 241 housing units in 2020, and only 109 fall in the 10583 area. The rest use the Mamaroneck and Larchmont ZIP codes, 10543 and 10538. Those owners are in the Scarsdale school district but pay Town of Mamaroneck taxes, not Village of Scarsdale taxes.
The Edgemont Union Free School District sits entirely within the Town of Greenburgh. Of its 2,555 housing units in 2020, 129 use the Hartsdale ZIP code, 10530.
This page states only which district serves which area. For enrollment, confirm any address with the district office before contract.

What Changes on the Tax Bill
The levies on a tax bill follow the municipality. A property inside a village pays a village tax. A property in a town’s unincorporated area pays the town’s outside-villages tax instead, plus special district charges for services such as fire protection.
The Town of Greenburgh’s 2026 rate sheet shows the gap within one assessing unit. Per $1,000 of assessed value, the town tax is $0.462783 inside Greenburgh’s villages and $5.503765 outside them, which covers Edgemont and every Greenburgh home in 10583. Unincorporated property is also billed for fire protection through districts, and the sheet lists three fire districts at different rates, Fairview $4.241087, Greenville $3.996105 and Hartsdale $5.167694, plus seven smaller fire protection districts. School tax is levied separately by the district that serves the parcel.
The Town of Mamaroneck follows the same pattern: its 2026 unincorporated rate carries Town Outside Villages, Highway, Fire District, Garbage District and Street Light District lines that its village rates do not.

Never Compare Tax Rates Across Assessing Units
A rate per $1,000 means something only inside the assessing unit that set it. Each assessor certifies that assessments are uniform at a stated percentage of market value, and that percentage can differ between towns and cities. State equalization rates bridge that gap, and the Scarsdale school district uses them to split its levy between Scarsdale and Mamaroneck. Compare actual dollar bills for actual parcels, never rates.

Services Follow the Municipality
Police, garbage collection and resident recreation follow the municipality. Two homes on either side of the village line can share a ZIP code and call different police departments.
Village of Scarsdale
Its own police department, serving since 1909. The Village Sanitation Department collects from residential locations within the village. For parks, recreation and the pool complex, a resident lives in a dwelling “partly or completely located in the boundaries of the Village of Scarsdale.”
Unincorporated Greenburgh, Including Edgemont
The Greenburgh Police Department serves the unincorporated town, about 17 square miles. Town recreation residency means living in the unincorporated area, and a 1970s state law bars village residents from Greenburgh memberships at A.F. Veteran Park and pool. The Greenburgh Public Library issues free cards to unincorporated residents.
Eastchester, Mamaroneck, New Rochelle and Yonkers Parts
Services come from that town or city under its own rules. In unincorporated Mamaroneck the Town’s rate sheet lists garbage, fire and street light districts. Ask about residency rules before assuming access to any facility.

Edgemont Is Unincorporated Greenburgh
Edgemont is not part of Scarsdale and is not a village. It is a section of the unincorporated Town of Greenburgh that mostly uses Scarsdale mailing addresses and has its own school district. Residents have filed three incorporation petitions since 2017, and the latest is before the Appellate Division.

On March 11, 2026, Supervisor Paul Feiner said the Town was confident “that the Appellate Division will rule in our favor.” In a written answer published June 3, 2026, he said the case “is currently in litigation in the Appellate Division, Second Department.” We found no decision and no incorporation vote in the public record as of September 21, 2026. Until that changes, an Edgemont home is taxed and served as unincorporated Greenburgh. Confirm the status with the Greenburgh Town Clerk before contract.

How to Verify Any 10583 Address
The assessment roll and the tax bills answer the question for any parcel. Check them before an offer becomes a contract.
- Find the assessing unit. Scarsdale, Greenburgh, Eastchester, Mamaroneck, New Rochelle and Yonkers each keep their own roll. Westchester County links to each assessment page, and its GIS tax parcel viewer shows parcels countywide.
- Read the SWIS code. The roll shows a six-digit State code identifying the county, the city or town, and the village, if any.
- Read the school district. New York assessment rolls list each parcel’s school district and district code.
- Ask for every recent tax bill. In Scarsdale that means the county, village and school bills. In an unincorporated town it means the town and county bill, with its district lines, plus the school bill.
- Call the district. Scarsdale’s Census/District Registrar answers boundary questions at (914) 721-2444, and Edgemont will confirm whether an address is within Edgemont.
