The Short Answer

Every home in Dobbs Ferry, Hastings-on-Hudson, Irvington, Tarrytown and Sleepy Hollow pays four main property taxes: village, town, school district and Westchester County. The printed rates cannot be compared across all five villages, because they apply to different assessment rolls.

Dobbs Ferry, Hastings-on-Hudson, Irvington and Tarrytown are villages in the Town of Greenburgh, which assesses them at 100 percent of market value. Sleepy Hollow, in the Town of Mount Pleasant, is assessed twice: by the village at roughly 14 to 16 percent of value and by the town at about 1 percent.

Converted to market value with the state’s 2025 equalization rates, the four main levies come to an estimated $2,632 to $2,900 per $100,000 of value before STAR, about 2.6 to 2.9 percent a year. Hastings-on-Hudson is lowest, at about $2,632. Dobbs Ferry, Irvington and Tarrytown fall between about $2,834 and $2,900. Sleepy Hollow is about $2,891 on the same basis, or about $2,698 on the state’s measure of how its homes alone are assessed.

The Trap: Comparing $48.54 With $7.42

Sleepy Hollow’s 2026-27 village rate for houses is $48.5367 per $1,000 of assessed value; Tarrytown’s is $7.4166. Sleepy Hollow’s rate applies to an assessment of roughly 14 to 16 percent of value, so on a $1,000,000 home its village tax is roughly $6,840 to $7,560 on our estimate, against Tarrytown’s $7,417. Compare bills, or rates converted to market value, never printed rates.

Who Assesses Each Village

The four Greenburgh villages have one assessor for every levy; Sleepy Hollow has two.

A village remains part of its town and its residents remain town taxpayers, so every home pays a town levy as well as a village levy.

An equalization rate is the state’s measure of a municipality’s level of assessment: total assessed value divided by total market value. The county and any school district that crosses a town line use these rates to split their levies, so each town’s taxable property, taken as a whole, pays the district’s levy at the same rate on market value. A single home’s share still depends on how its own assessment compares with its value. Mount Pleasant’s 2026 roll, at 0.97 percent, sets the 2027 bills.

Sleepy Hollow also uses New York’s homestead option: one-, two- and three-family homes pay a lower homestead rate, most other property a higher non-homestead rate. Our Westchester County property tax guide explains this layering countywide.

The Tarrytowns district’s budget shows the equalization at work: at 100 percent in Greenburgh and 1.07 percent in Mount Pleasant, a $1,000,000 property was projected to pay $18,857.48 in either town. The final levy was $76,060,585, below the projection’s $76,219,275, so the final Mount Pleasant rate will differ slightly.

County and District Taxes, 2026

Greenburgh’s 2026 county rate is $2.267751 per $1,000, plus refuse at $0.283940 and either North Yonkers sewer at $0.576306 or Saw Mill Valley at $0.595732. The county has not posted its 2026 Mount Pleasant rate (2025: $214.249382); Sleepy Hollow’s 2026 district lines are refuse $26.573214, Saw Mill sewer $55.704012 and ambulance $8.168497.

Compared on Market Value

This is our estimate from official rates, not a tax bill. The arithmetic, shown once: Greenburgh’s roll is at 100 percent, so its rates are already rates on market value as of the roll’s valuation date, July 1, 2024 for the 2025 roll behind these bills. Each Sleepy Hollow rate is multiplied by its roll’s equalization rate: village $48.5367 x 15.57 percent = $7.56 per $1,000 of value; town $20.099702 x 1.07 percent = $0.22; school, using the district’s projection, $1,762.38 x 1.07 percent = $18.86. The county line uses the county’s own $2.27 per $1,000 of full value.

The equalization rates above measure all property. The state also measures homes alone: its 2025 residential assessment ratios are 14.09 percent for the village roll and 1.01 percent for Mount Pleasant. On those, the lines come to about $684 village, $20 town, $214 county and $1,780 school, about $2,698 in total. The 16.15 percent printed on the village’s 2026 roll matches the state’s 2024 equalization rate, an older measure. Read Sleepy Hollow as about $2,698 to $2,891 per $100,000.

Built from the rates above and NYS equalization rates and residential assessment ratios, rate year 2025; on the residential basis the Sleepy Hollow county line is $2.27 x 1.01 / 1.07. A real bill depends on the parcel’s assessment, districts and exemptions.

School District Lines Cross Village Lines

A village address does not fix the school district, the largest levy on every bill above. In 2020 Census block data, four of the five villages have homes in more than one district.

Dobbs Ferry

765 of 4,549 homes, 16.8 percent, are in the Ardsley UFSD and pay its $19.0929 rate, not Dobbs Ferry’s $19.1581.

Tarrytown

859 of 5,113 homes, 16.8 percent, are in the Irvington UFSD, at $18.6808 instead of $18.8518.

Sleepy Hollow

111 of 3,704 homes are in the Pocantico Hills Central School District, which levies its own rate.

Irvington and Hastings-on-Hudson

51 Irvington homes are in the Dobbs Ferry UFSD and 3 in Elmsford. All 3,298 Hastings-on-Hudson homes are in the Hastings-on-Hudson UFSD.

This page states only which district serves which area. Our Tarrytown and Sleepy Hollow guide covers both villages in full.

STAR in the Rivertowns

STAR reduces only the school tax. A buyer receives it as a state credit, and a seller’s exemption does not pass with the house.

  • The STAR credit. A state payment made before the school bill is due. Basic requires income of $500,000 or less. Register with the NYS Department of Taxation and Finance once the home is your primary residence.
  • The STAR exemption. A reduction on the bill, kept only by owners receiving it since 2015 on the same home and closed to new homeowners. Its value cannot increase; the credit can rise up to 2 percent a year.
  • Enhanced STAR. One resident owner 65 or older by December 31, with income of $110,750 or less for 2026 benefits and $113,550 for 2027.

  • Sleepy Hollow, village roll. Grievance day is the third Tuesday in February, next February 16, 2027. This roll sets the village tax only.
  • Sleepy Hollow, town roll. Mount Pleasant’s grievance deadline is the third Tuesday in June, June 15, 2027, for town, county and school taxes.

To grieve both assessments, a Sleepy Hollow owner files a separate Form RP-524 with the village and with the town.

How to Check a Specific Address

The assessment roll and the current bills answer the question for any house.

  • Find every roll. Greenburgh’s roll covers all four levies in its villages. In Sleepy Hollow, read both the Mount Pleasant roll and the village roll.
  • Read the school district code. New York assessment rolls list each parcel’s school district and code.
  • Convert the assessment. Assessment divided by the roll’s level of assessment gives the assessor’s estimate of market value. For a house, Mount Pleasant’s assessor divides by the residential assessment ratio instead.
  • Ask for every recent bill. Town and county, school, and village.
  • Confirm the district. Call the district registrar with the street address.

This guide is general information, not tax or legal advice. Confirm current rates, exemptions and deadlines with the Town of Greenburgh Assessor, the Town of Mount Pleasant Assessor, the Village of Sleepy Hollow Assessor or a real estate attorney.

How much are Hastings-on-Hudson school taxes?

The 2026-27 Hastings-on-Hudson UFSD rate is $18.4031 per $1,000, and Greenburgh assesses at 100 percent of market value, so a home assessed at $1,000,000 pays about $18,403 before STAR.

Per $1,000 on Greenburgh’s 100 percent roll: village $7.2806 and Irvington UFSD $18.6808 for 2026-27, plus 2026 town and county rates. That is an estimated $2,869 per $100,000 of value before STAR.

What are Tarrytown property taxes?

Why is Sleepy Hollow’s tax rate so much higher than Tarrytown’s?

Because it applies to a much smaller assessment: Sleepy Hollow’s village roll sits at roughly 14 to 16 percent of value and Mount Pleasant’s near 1 percent. On market value, a Sleepy Hollow home pays an estimated $2,698 to $2,891 per $100,000, depending on which state measure of its assessment level is used, against Tarrytown’s $2,900.

Which Rivertowns village has the lowest property taxes?

Hastings-on-Hudson, at about $2,632 per $100,000 of market value on our estimate of the four main levies. Dobbs Ferry is about $2,834, Irvington $2,869 and Tarrytown $2,900. Sleepy Hollow is an estimated $2,698 to $2,891, depending on which state measure of its assessment level is used. A real bill depends on the home’s assessment, district and exemptions.

Does a Rivertowns address tell me the school district?

No. In 2020 Census data, 765 Dobbs Ferry homes are in the Ardsley UFSD, 859 Tarrytown homes in the Irvington UFSD and 111 Sleepy Hollow homes in Pocantico Hills. Read the school district code on the assessment roll and confirm the address with the district registrar.

Does STAR transfer when I buy a home in the Rivertowns?

No. The STAR exemption is closed to new homeowners, so a seller’s exemption does not pass to the buyer. A qualifying buyer registers for the STAR credit with the NYS Department of Taxation and Finance once the home is a primary residence.

When is grievance day in the Rivertowns?

For Dobbs Ferry, Hastings-on-Hudson, Irvington and Tarrytown it is Greenburgh’s grievance day, the third Tuesday in June, next June 15, 2027. Sleepy Hollow has two: the village’s on the third Tuesday in February, next February 16, 2027, and Mount Pleasant’s on June 15, 2027, each needing its own Form RP-524.
